Our capabilities have been shaped by hands-on involvement across remote, regional, and urban projects throughout Australia. Work Health and Safety (WHS) is embedded into every stage of our process. Nikki Civitarese
Nikki Civitarese is the driving force behind Dev Partners, blending 22 years of hands-on construction and property-development experience with sharp commercial acumen. As one of Queensland’s first women to hold both an Open Builder’s Licence and a Project Management licence concurrently, she has delivered everything from complex civil works and mixed-use buildings to NDIS SDA projects.
Senior Project Consultant
Jacob Williams
Jacob Williams, Senior Project Consultant, pairs 15 years of site-level delivery with rare, multi-trade credentials—licensed carpenter, plasterer, painter, concreter, water-proofer and roofer. That hands-on breadth makes him a walking checklist against the NCC, ABCB* requirements and QDC provisions, translating code into practical buildability and bullet-proof approvals.

WHS Manager
Holly West
Holly West leads WHS for Dev Partners, bringing 12+ years of construction-site compliance experience. Through her own firm, Ninety2 Consulting, she’s delivered QA, contract admin and safety systems on council road upgrades and subdivision works. Holly now channels that know-how into practical site protocols that keep crews safe, audits clean and programs on track
Procurement & Facilities Manager
Scott Bourke
With 15 + years spent keeping construction and remote-infrastructure assets running, Scott brings a rare blend of hands-on mechanical expertise and sharp commercial judgement to our procurement and facilities function. A qualified heavy-vehicle mechanic (AUR31120 Cert III) holding a Diploma of Work Health & Safety plus a suite of plant, crane, EWP and confined-space tickets, he knows exactly what equipment will perform, how to source it cost-effectively, and how to keep it compliant. The result: reliable plant, streamlined supply chains and minimal downtime across every project site.
Senior Access & Certifiing Consultant
John Moore
An accredited SDA Assessor (Registration SDA00076) based in Queensland, John leads Complete Access Partners—the specialist practice he founded to translate the NCC, Premises Standards and NDIS SDA Design Standard into real-world compliance for developers and architects.
His certification know-how sharpens designs early, clears approvals faster and safeguards projects against costly redesigns and delays.
Contracts & Asset Management
Gail Geoghegan
Gail is the organisational backbone of our operation. Backed by a Certificate IV in Property Services, fully Licensed in Real Estate Operations, over 20 years experience and deep tenancy-management and finance expertise, she steers contract administration, tracks asset compliance deadlines and keeps supplier and client communications razor-sharp—freeing the project team to stay focused on site where they’re needed most.
